Malaysia has been a Party to the WHO Framework Convention on Tobacco Control (WHO FCTC) since December 15, 2005. The law on tobacco control, the Control of Tobacco Product Regulations 2014, is enclosed within the Food Act of 1983. Even so, transnational tobacco companies, particularly British American Tobacco, continue to thrive. Though the Ministry of Health started development of a code of conduct for Ministry of Health officials several years ago, this safeguard is not yet in place. No significant progress has been made recently in implementing Article 5.3.
