South Africa has been a Party to the WHO Framework Convention on Tobacco Control (WHO FCTC) since July 18, 2005. Although South Africa was a tobacco control leader in the 1990s and early 2000s, the many loopholes in tobacco control legislation impede progress. A new Bill proposed by the Minister of Health, “Control of Tobacco Products and Electronic Delivery Systems Bill” recently seeks to apply stricter tobacco control measures. The tobacco industry has strongly opposed this new draft Bill.
