Vietnam has been a Party to the WHO Framework Convention on Tobacco Control (WHO FCTC) since March 17, 2005. An anti-corruption law exists that prohibits public servants from accepting forms of contributions / gifts from the private sector; however, the government still requires the tobacco industry, especially state-owned Vietnam Tobacco Association, to be involved in controlling illicit trade. Other ways the tobacco industry engages the government are through corporate social responsibility (CSR) activities (though these are banned), and through organizing social functions and awards. There is no program yet to consistently raise awareness on Article 5.3
