While the USA signed the WHO Framework Convention on Tobacco Control (WHO FCTC) in 2004, it has not ratified the treaty and is therefore not a Party to the Convention. Despite this, some tobacco control measures exist at the local level. However, the tobacco industry has a strong lobby: nationwide, all 50 states have at least one lobbyist registered to represent a tobacco company.
