Israel became a Party to the WHO Framework Convention on Tobacco Control on November 22, 2005.  Knesset Rules of Procedure, Rules of Ethics for the Knesset Member disallow the acceptance of all forms of contributions/gifts (monetary or otherwise). The Knesset Regulations do not include an explicit reference regarding the prohibition of receiving of assistance or policy drafts from the tobacco and nicotine industry and its emissaries.

The government does not require the tobacco industry to submit information on tobacco production, manufacture, market share, marketing expenditures, revenues and any other activity, including lobbying, philanthropy, political contributions and all other activities.
