Brazil has been a Party to the WHO Framework Convention on Tobacco Control (WHO FCTC) since February 4, 2006. The National Commission for Implementation of the Framework Convention on Tobacco Control (CONICQ) is Brazil's national commission responsible for tobacco control. It adopted Administrative Order No. 713 to establish ethical guidelines concerning conflicts of interest and interactions with the tobacco industry. However, the tobacco industry continues to forward its interests through its representatives or allies, such as farmers associations, front groups or politicians connected with the tobacco chain.
