Yemen was among the earliest countries to adopt the WHO FCTC, signing in 2003 and ratifying in 2007. Since then, the government has made efforts to implement the treaty by strengthening tobacco control measures. However, legislative and regulatory frameworks remain incomplete. Further reforms are needed to ensure full alignment with Yemen’s treaty obligations and to better protect public health.
