Belgium has made strong progress in tobacco control in recent years, but it has yet to adopt explicit rules that protect public policy from tobacco industry interference. Although Belgium ratified the WHO Framework Convention on Tobacco Control (FCTC) in 2005, key safeguards from Article 5.3—such as limiting and tracking contact between government officials and the tobacco industry—are still not in place.

The Interfederal Strategy 2022–2028 includes plans for a code of conduct and a public transparency register for interactions with industry, but implementation continues to be delayed. The absence of these measures leaves policymaking vulnerable to industry influence and underscores the need for stronger monitoring and accountability.
