                        The Philippines has been a Party to the WHO Framework Convention on Tobacco Control (WHO FCTC) since September 4, 2005. Among its tobacco control legislation, a significant feature is the Joint Memorandum Circular (JMC) between the Civil Service Commission and the Department of Health on the Protection of the Bureaucracy Against Tobacco Industry Interference, which seeks to provide specific guidance on interactions between government agencies and the tobacco industry. Even so, monitoring and implementation of the JMC needs to be strengthened to help the Philippine government appropriately counteract tobacco industry interference as set out in the policy.
