Finland has one of the strongest systems in Europe to protect public health policies from tobacco industry influence. It was among the first countries to sign the WHO FCTC in 2003, and its Parliament ratified the treaty in 2005, making its provisions legally binding.

Finland’s regulatory approach reflects a clear commitment to independence from industry interests, supporting its long-term goal of becoming a smoke-free society.
