China became a Party to the WHO Framework Convention on Tobacco Control on January 9, 2006. Policies on cigarette packaging are specifically entrusted to the State Tobacco Monopoly Administration (STMA) by the “Law of the People's Republic of China on Tobacco Monopoly.” In 2020, the STMA continues to play an important role in the “Inter-Ministerial Leading Group.” The interference of the tobacco industry led to the stalling of the passage of the National Smoke-free law.
